Are you opening the site (https://localhost:1311) in IE?  Do you have any other settings/features/roles enabled that might be "out of the ordinary"?  Is IE ESC enabled?  Where exactliy are you seeing...

If it is nonfunctional when it is inserted by itself then I don't think it is salvageable. There is no way to communicate with it if it is not coming online. Because of this you will be limited to what...

Yes, that is how I am opening the site.I am trying this on an existing LAB Server that co-hosts SAN Management and VMWare.  I will spin up a minty fresh OS and try it there.
