Just tried the recent September build of the Windows Server 2016 on a Dell R720 and just like the TP5 build the install crashes at the install with a 0x000021a error loop. Processor is an Intel 2670 v0 so that should have everything needed there. Test server is running the current vSphere 6 build. I looked over the BIOS config and everything looks ok there - virtualization enabled, etc. Tested on another competitor server that is newer with same vSphere build and the September build of the Windows Server 2016 installs just fine.
Firmware on the R720 is all current as well.
Bug in the Windows code or issue with the hardware?
