Perhaps it may be a good thing to offer different fan mode instead of managing fans directly. For example a "silent" mode (speed up fans only if system temp raise above a fixed threshold) and a "normal" mode (same as current behavior).
A Dell server used in a home office should be more silent than one used in a datacenter.
