Not really ... POST is handled by the BIOS on the motherboard. Several things may cause a no video problem, but if the motherboard is failed, then there may not necessarily be any POST/BIOS screens.
1. Yes, move the jumper to CLR, then power on. Power off, move the jumper back to the original pins, and power on again. If it works, it will most likely work after the first boot (with jumpers on CLR).
3. It should be the last resort (which is why I listed it last), unless you are very skilled and comfortable handling/replacing processors.
