Most likely your motherboard then.

Try clearing the NVRAM using the jumpers on the motherboard.

Try disconnecting everything unnecessary from the system (remove all expansion cards, including the RAID controller, drives, and memory (except one stick in slot 1).  The riser cards (minus any expansion cards) must remain in.

Try removing the processors and trying each in slot 1.
