No. The memory controller is in the processor, so if you have no processor installed, then you have no memory controller for those slots. You have four memory slots per processor, so you can use only the four associated with the processor you have installed. 32GB (4x8GB) is the most you can do with a single processor and the memory DIMM's you currently have. You could do 4x16GB for 64GB or get a second processor for more memory capacity.
